Did you program your Nest with a schedule that someone keeps overriding?
You can lock the Nest thermostat from manual intervention if that is what is necessary in your home or commercial space to maintain a responsible temperature. The choice you have is to allow temperature adjustment within a range or to set one temperature that cannot be manipulated.
At the device:
Press to wake the device
Scroll to the “settings” menu and press the device
Scroll to the “lock” menu and press the device
Input a four-digit pin code and “Continue”
Choose “Allow adjustment within a range” or “Set one temp”
Input the range or single temperature(s)
Navigate to “Done” and press the device
Enjoy the temperature settings you have established.
